This numeral refers to the bass note itself, so it is very rare. This fact is why we have 9-8 suspensions, not 2-1 suspensions.
Occasionally you will see a series of bass notes, each with the numeral 1 over it. This means to only play the bass voice and not any RH chords. A simpler way to express this is "tasto solo."
